add Vimeo? and Error in Commenting and searching

Hello
I'm wondering if I can Add vimeo option in adding videos
and i have an error in posting comments in Arabic, when a user post a search word the encoding changes
and the Comment change to with error messege witch is:
Sorry, this Media Name cannot be found, please try a different one

can you pleas tell me how to deal with this issues ??

What type of page encoding is Arabic ? Is it UTF-8?

no its not utf-8, its Windows-1256

- Charset utf-8 for page
- Database encoding latin swedish

I have same problem. I sent a test comment into comments area, then I saw some spoilt characters. My language is Turkish. How can I fix this problem?
